Following the same plot as Mass Effect 1 in the intro, but without Shepard. Instead, a Blue Suns merc was hit by the Prothean Beacon. Because of this, his word carried no weight within the Alliance or with the Council. Because of this, the mercenary's words fell on deaf ears. The only one that seemed to have any interest in what he saw was an agent of the Shadow Broker. 

Due to Saren betraying the Shadow Broker, this seemed to be the perfect opportunity to get some payback. So, the mercenary was hired, only given a corvette, a very small crew, and a few scattered dossiers to assemble a ragtag crew.
