Potentially. The sheer power a Hulk could bring to bear would certainly be a major boon against the antagonist I've got planned, though Faen will be actively recruiting heroes to his side, rather than SHIELD sending them. In fact once the Prince of Lies realises how grave a threat he faces, a Hulk who has recently appeared on the news might be his first port of call.
