The thrust of my position is that teleportation on a large scale is untenable, and perhaps I can explain why. Instant teleportation to any location in 100 meters, let alone 5 kilometers, means instant escape from danger at any time, and instant ambush against an opponent. He could flash in and fire off a headshot at point blank range, stuff a grenade or three in someone's armor, or charge up his laser before teleporting and then unleash it the instant he arrives. Have you ever seen the joke: [url=http://knowyourmeme.com/memes/teleports-behind-you-nothing-personal-kid]*Teleports behind you* "Nothing personal, kid."[/url] That's the vibe I get from your character. Given how hard his offensive weapons would be to deal with normally, instant transmission to anywhere from anywhere during a fight really can't be played against. It would require opponents to not use his full potential power in order for beating him to make any sense, and it would be laughably easy to beat enemies for you. At most, I'd be willing to let him instantly teleport two feet, with a 5 second cooldown. If broken teleportation is one of his 'default abilities' as you say, the character just might not be fit for this RP.
