Ah, no. They are a technocracy centered on the military (production and combat) or they will be once they leave the empire. So, I guess their military is powerful but not the people. They are basically the grunts from halo. So they are small.

 I have a long way to go though. But I got a final exam in like an hour so I'll work on it later.
