Sorry if my OP wasn't clear. Only a short time has passed since the actual bombings, [b]roughly 36 hours[/b]. (Enough time for the citizens of The City to get adjusted to their new dystopia.) 
Not surprisingly, the majority of resources (food, shelter and raw materials like iron/steel) were claimed within the first 12 hours.
