[@Wernher] There will obviously be people who stand with him, but the general public won't support him and portray him as a traitor. I am sure he could get a small amount of support from some of the lower class military staff, and obviously a lot from xenos.
As for Konev, most of the Admirals who want his rank would hate his guts for being in a high position even thought he likes xenos, and the other Grand Admirals would look down on him.

[@Sophrus] Looks good, so put 'er into the CS tab. The one thing you should explain to me is the anti-matter weapons. They don't exactly fit into the "no doomsday weapon" part. How do they work, so I know uf they are just an OP gun or something more destructive.
