Well. The planet does have a xeno population - that is used to work the mines and mine for rare minerals; that super important. So there is an army presence.

Namely cause the Order is mostly 'trained and delegated' to handling Vespen only. Originally the planet had a good amount of EOM soldiers to fighting, the Vespen too. But once the Order showed it can handle that shit - plus with the Repulsor Fields. Those EOM soldiers switched to simply riot control [i]aka[/i] xeno-bashing.

Hmm. I might have them be buddies after the massive rebellion everywhere. But maybe slowly, start to dominate their own power over the planet. As I mentioned - the Grandmasters distrusts but not outright hate and sabotage the EOM.
