[@Spinosaurus] Whilst I dig the idea of making a character out of Spring-Heeled Jack, I'd question whether a law-enforcement organisation like SCION would hire someone who is openly murderous and sociopathic. They don't tend to 'catch' prospective agents, it's more of a recruitment like a mortal-world job, with some individuals who ended up being taken in by SCION in a purely altruistic way, who ended up displaying promise and taking up a post with them, and again those people will have proved themselves relatively trustworthy.
