Contrary to his expectations, they were not, in fact, people. This made sense, in retrospect; he didn't sense Servants, so it would be idiotic for a lone Master to just be walking the city at night. If she made no action to leave the vicinity before it reached her, then an encounter would be certain. Was she willing to face that thing lurking in the river, for better or for worse, or would she prioritize her safety and attempt to leave before its arrival at where she stood on the riverbank. If she did not make her decision soon, then it surely would for her.
