[@Slime], one thing to note. The nation of Amestris extends well beyond Xerxes. Amestris consists of numerous city states within trading distance of Xerxes, the capital of Amestris. While Xerxes has collapsed in on itself, the other cities should be fine for now. (Except for that one which was completely glassed by the Realta, of course, but that would have been some months ago IC time. Xerxes only went really bad in the last few weeks IC time, so the connected cities are probably not yet on the brink of economic collapse or revolt or anything like that.)
