As the good people say; there are still plenty of things you can do outside of Kvatch. There are currently three characters outside, so you could collab with them; maybe for introductions, or your characters could be helping the guard up near the gate. There are still daedra coming out of that thing, on both sides. If you'd like combat, feel free to magic up some monsters coming out! Keep it realistic though.
