Just to clarify, the water [color=ed1c24][b][u]won't[/u][/b][/color] extinguish the fire instantly, mostly because it was started with napalm, and because of the apocalyptic proportions Bonesword made it spread to, plus, it'ss take time for the water to rain down, after it evaporates.

So, the fire persists until the water cools down enough to become rain. (i.e.: Zeruel's still going to toast because the same thing he used to avoid the roses is coming to get him)
