Xyz monsters do not have levels. They have Ranks. [sub][sub][sub][sub][sup][sup][sup][sup]DOESN'T THAT MEAN THEIR LEVEL IS 0?![/sup][/sup][/sup][/sup][/sub][/sub][/sub][/sub]

Anyway, in that case:

Negate the activation and effect of all Level 5 or higher monsters. Both players can Normal or Special Summon Level 5 or higher monsters, excluding Fusion and Synchro monsters, ignoring summoning conditions. Level 5 or higher monsters can not be Special Summoned via their own effect.

Also Relay Soul/Damage Condenser on Horakthy is now a thing. And that [i]does[/i] work. Not that I think Horakthy is going to be a problem, just a funny thing to think about.
