Little is known about Tim Taggart, he never go too close to anybody during his career as Neo Bay's Councilman, the rest of the mostly corrupt politicians in elected office didn't trust him. He would never take bribe money or assist in any back door scams so he was seen as somewhat of a weirdo. The Mayor at the time noted that while he was quiet he became even more withdrawn after divorcing his wife in 2027, the same year the police force closed. He now has decided to take justice into his own hands, but he is very aware he cant do it alone
