Hmm, a theocratic city-state.

Has anyone worked out a map or a religion yet? Albion doesn't need to all follow the same faith, obviously, but it'd make sense for some of us to share a religion. Perhaps my theocratic city-state could be the Rome of our analogue of the Catholic Church.
