She is perceived as quiet and motivated by her job, however she will open up to a choice few. The red-head is reserved and keeps her poise, thus keeping relations at a professional level. Raised with the pretense that everyone is dangerous, Noriko finds it difficult to truly trust another. Despite this upbringing, she does not live in constant paranoia, and understands that alliances are necessary.

This investigator's loyalties lie with the Commission of Counter Ghoul. Having been raised by them, she came to realize that while not all ghouls are dangerous, the CCG is designed to protect the greater good, saving countless people. As such, the CCG continues to have her support.
