I think the point is that while the setting is suppose to promote total war, not exactly any incentive for anyone to actually go through with t aside from personal reasons/orders. Graf fights because he wants to, so whatever. Fran may be a rapist but I can also see her not actively involving herself in a battle and just go screw around elsewhere, even outside of delincontrolled space. Literally. Hell even Dora does that in her implies off time when she's hunting Thunder Stones. Now could Fran get swarmed by angel/Machina/rando monsters while she's out and about? Sure, but that's a given in the Nexus. But if she says, meets up with Titania, the only reason they'd fight is for personal reasons. Unless Eos calls in, Titania has no obligation to fight Fran at that moment, and Fran would be more interested in sex then killing. All in all, just do your own thing. You want to try and meet some other characters for a meet up that doesn't involve killing eachother, give it a go. Really I think the only people who'd try to stop you would be the GM's, and only to maintain the status quo. And considering the importance of our characters, it's not like what we're doing is particularly revolutionary anyways. Annoying at worse.
