Be mysterious as you want. At some point people are just going to stop caring and do their own thing. And when they do, they'll probably end up doing stuff they aren't suppose to anyways. Stuff like Fran getting out of prison, or Grafdakka actually defeating someone. Or someone making a neutral area to have a beer and, gasp, mingle with the enemy. At some point you just got to take shit into your own hands and make it happen, regardless of who says it can or can't.
