Ah but that's the key. It doesn't matter what's Windel wants. Or rather, if you want to do something, just make the nudge to make it happen, and eventually things will fall into place. And if it doesn't just pursue it yourself anyways.

Take this raid on Heaven for example. What started as merely my poorly thought out attempt at seeing people get themselves killed is now almost a fully fledged mission to get free some demons. And I didn't really do shit beyond suggest it and tell you all it is a good idea. If you want to do something, just mention it to someone and sell your pitch. Chances are there's someone who'll go along with it.
