But, the thing is that we never barred anyone from doing anykind of world building or character development during the interludes. Usually it's inactivity/lack of focus that kills it. We merely usher things forward when we see that interest in whatever kind of scene has reached an asymptote, or that we've spent too much time on it. You can't frankly say that a scene that drags on for more than a month is interesting, can you? There may be exceptions, especially linked to seasonal events, but we know how to adapt. The pauses we do during the Holidays/New year and for school tests period should be a good proof of that. Over all, we try to do what we see as the best for any given moment. It's the players' choice how/if they'll react to it, or do something of their own. Usually, it just turns out that indecision is the reigning factor when there's no active GM direction.
