It is less of an issue of GM implementation and more that each player needs to acknowledge these sorts of bonuses when they are present, and not disregard them because they forgot or ignored them out of hand.

This is what I was going for but you phrased it better. I guess I was saying more trying to enforce it with players and be consistent with it.
