A little rethink then, maybe something based around psychic pressure? Essentially telekenesis, but physically all it can really do is implode/crush stuff, and if used on people it could cause them to weaken, disorientate, almost like a weak form of mind control? Against another person, if the person doesn't particularly have a mind-based quirk could allow my character to perhaps disable one or two limbs of theirs at a time, but then my character can't physically affect anything whilst he's holding that. It's hard to describe, it'd probably best be named something like "Pressure" in this case. Does this seem OP or manageable? There could be restrictions like extended use leading to fatigue/nosebleeds or any of those psychic power overuse tropes you see. Maybe if on the contrary it seems underpowered, the physical/telekenetic aspect could be broadened with time and/or necessity at the start? There's always room for quirks to evolve after all
