The radical ideas Aramas is best known for served as the catalyst that sparked the nation's last civil war a decade ago and established today's shining republic. In some ways still, Aramas is autocratic, with immense power is vested in a single leader. However, the Republic's constitution is its ultimate authority in every judicial, executive, and legislative matter. The Constitutionis has 32 Pronuntiatios. Every constitutional proclamation is inviolable. Neither the Senate, nor the people, nor the military, nor the Dignitas can break them. The document's purpose is to guarantee citizens certain inalienable rights against, senatorial, collegial, or cultural oppression and establish republican laws which institute a fair government of the people, by the people, and exclusively for the people. In addition, the union of the papacy and caesarship in the Aramian government has the political effect of weakening the Church and its influence. Rather than extending ecclesiastical or theological influence over matters of state, it has imbued Aramian theology and religious life with a distinct secular flavour, shaping religious doctrine to academic morals and creating an apolitical relationship between the public and the government, for the benefit of national stability.[/indent] [u][b]Government:[/b][/u]: [indent][hider=Dignitas] The Republic of Aramas is a caesaropapist constitutional republic governed by its Dignitas under his [i]imperium maius[/i] (supreme executive power), his [i]auctoritas principis[/i] (primary legislative authority), and his [i]jure divis[/i] (divine mandate as Pope). Other magistrates possess political powers subsidiary to and even derived from those of an emperor. A Dignitas' other titles include [i]Princeps Civitatis[/i] (First Citizen), [i]primus inter pares[/i] (first among equals), [i]Imperator[/i] (Supreme Commander), and [i]Pontifex Maximus[/i] (Pope). Separate from his public office, a Dignitas bears the highest social standing of a Aramian citizen and has sacrosanctity from physical harm under Lindosian and Aramian laws. Violating his sanctity is sacrilege and treason - punished by death. As Pope of Aramas, the Dignitas may issue binding papal bulls, canonize saints, and structurally reform the Church. As sovereign of the Senate and People of Aramas, the Dignitas alone can enact legislation promulgated by the Senate. For his executive powers, the Dignitas can appoint ministers and perform the functions of most ministries and for his administrative powers, he can dismiss and reappoint praetors for provincial government. On top of his legislative powers, the Dignitas: has [i]imperium[/i] (executive power) over the entire Aramian military, can appoint or disband praeministeria, and circumvent the traditional procedures of court to prosecute or acquit at will (unless opposed by the Senate). The Dignitas' judicial rights are outlined in the Constitutionis. [/hider] [hider=National Legislature] Aramas' legislature is a bicameral (two house) body known traditionally as the Senate. The Lower House is the Comitia Curiata (Curiate Assembly) but tradition is to refer to it as the Curia (Assembly). Members of the Assembly, officers of regular legislation, are referred to as Senators. Regular bills need a 50% senatorial majority to become senatus consultum. Such a bill will be posted in the Forum the following morning for review by magistrates and citizens. Afterward, the Dignitas chooses to either enact or veto the bill, unless it carries a supermajority in the Senate. Senatorial procedure is heavily influenced by tradition. Senators vote by individually consenting to the bill, and debate persists for a customary period of time before being halted by the president of the Senate. No bill except fiscal proposals can reach the Curia without originating in the Upper House of parliament. Fiscal matters of the Senate, like public funding and taxation, are dealt with according to custom. One senator proposes a bill for discussion and then another senator seconds the proposal. Legislature's Upper House is the Comitium Consularis (Consular Congress), and they have collective power to write legislation. [/hider] [hider=Official and Unofficial Magistrates] Two thousand senators run the affairs of the Lower House and 40 consuls control the Upper House. Each senator is elected for a 5 year term by popular assembly of the citizens in his curia, a small administrative region theoretically consisting of 2,000 citizens. However, the people are limited in their election choices as senatorial candidates must be of the patrician order. After a thorough background check by government officials, any local nobleman may stand for senatorial election. Aramian parliament has bureaucrats other than senators and consuls. Praeministra (Ministers) are the executive members of the various operational government bodies such as the treasury or technological authority. Depending on the minister in question, anywhere from zero to several thousand people may work in his Ministerium (Ministry). There are fifty ministries run by the Aramian government. Parliament's Ministry of the Treasury employs ten tax magistrates called Quaestores. These scrupulous men are charged with collecting taxes from praetors for the federal government, calling out financial corruption, and serving as right-hand men and messengers of the treasury and its minister, the Mensarius Superbus (Supreme Financier). Other magistrati (government officers) operate outside the Senate. For example, the Plebeian Tribune, is a position with extensive oversight of legislative activity in the Senate and the Palace. The duty of Tribunus is to safeguard the well-being of the common people, the plebeian order, from the greed and corruption of magistrates, aristocrats, and collegiates. He is the sole magistratus from a non-patrician background and is immune to reproach from any office other than the Censors. [/hider] [hider=Praetors] Chief administrator of the Republic of Aramas is its Dignitas. In theory, the nation is under his imperium (executive power). As an extension of his power, he appoints a Praetor (Governor) to run each Provincia (Province) and a Praeministrum to run each function of the government. Under normal circumstances, available praetorian posts are brought before the Senate in August so that elections can be held to fill them with ambitious Aramian patricians. All members of the patrician class can run for these offices, the stipulation being that they quit their current job and leave for their appointed province no more than two months after winning their election (making holders of major offices such as Princeps Senatus and Dignitas ineligible). The Dignitas can impeach any reigning praetor, forcing a new election unless the impeachment is vetoed by the Tribune. The lowest political division is the Municipia (Township), administered according to a system distinct from higher strata. Praefecti Urborum (City Prefects, mayors) are elected every other year by popular assembly of the inhabitants of the township. This is the only titled government position, other than Tribune, that can be held by someone outside the patrician order. However, unlike the Tribune, city prefects are not magistrates. However, the extreme intervention of the government in certain markets - like national defense - is characteristic of state capitalism. On a national level, Aramas' markets are dominated by monopolies in sparse competition while, locally, small businesses flourish on their social advantage in retail. Aramas' major industries include coffee cultivation, the mining of tin, copper, and niter, and the production of bronze. These industries are led by merchant guilds but are regulated by the government who impose high tariffs to export them. On the other side of the spectrum, Aramas imports great quantities of iron, food stuffs, arms and plenty more. In the city's heart lies the [i]Caer Asalan[/i], the hill in which a top it lies the [i]Teke Awade[/i]: the gleaming palatial complex, the Church, and other government buildings. An aedile is a magistrate with access to the treasury itself in Keva - no one other than the 120 aediles can withdraw public funds. Their job usually consists of writing tokens of money to the various institutions, such as other ministries, in the federal government. There are two Censores who audit their activity throughout any given year. Withdrawals made without the necessary approval, either from the Senate or another Ministry, are grounds for dismissal and prosecution. A quaestor is a magistrate employed to collect taxes from the praetores across all provinces. No money can enter the treasury without documentation from one these scrupulous bureaucratic accountants. As for the Mensarius Superbus himself, his duties include administering treasury workers in general, writing the national budget according necessities and plans recorded by his accountants, and speaking with the Dignitas on financial matters as a primary member of his Officium. [u]Ministry of War[/u] - Administered by the Magister Militum (Master of Soldiers), the Ministry of War organizes the peacetime distribution of soldiers throughout the Republic, sets military wages, communicates military policy to the public, and mediates requests for broad military policy from the Senate with the strategy of the Legion high command. This places the ministry at the forefront of the discrete machinations of the military, being informed of every operation needing government clearance. There is no rank with greater authority than the Master of Soldiers, despite his civilian status - even the Generals of the Legion only has equal command and executive power. [u]Ministry of Defense[/u] - Administered by the Praeministrum Custodiem (Prime Minister of Defense), this ministry maintains the static defenses of the Republic, initiates new defensive installations on land, and organizes the peacetime distribution of national guard units across all military bases. [u]Ministry of Justice[/u] - Administered by the Magnus Judex (High Judge), the Ministry of Justice decides on the time and place of sessions in every court of law. The Tribunalis Ultima (Supreme Court) in the center of Aramas is presided over by the Magnus Judex and is the highest court of Aramian law. Decisions ruled as part of a proceeding in the Supreme Court cannot be overruled elsewhere, unless the relevant law is changed by senatus consultum. Presiding over this court is one of the primary functions of the ministry. [u]Ministry of Diplomacy[/u] - Administered with little oversight by the Proprinceps, the External Office deploys diplomats to foreign governments or institutions and maintains foreign embassies in other countries. As the most knowledgeable minister regarding foreign affairs, the Proprinceps is often the closest advisor of the Dignitas. [u]Ministry of Culture[/u] - Administered by the Maecenarius, the Ministry of Culture has an essential role in fostering the national reputation of Aramas. Every national sporting event is planned and executed by this ministry, as are major appearances of a Dignitas to the public. National celebrations such as the anniversaries of the founding of Aramas are also designed completely by members of the Ministry of Culture. [/indent] [u][b]Military:[/b][/u] [u]Organization:[/u] [indent]The Aramian Legions are a strictly volunteer corp of professional soldiers that takes considerable upkeep, but are maintained and controlled by Aramian government and Legion High Command. Trained in the art of defense, heavy archers focus on the enemy army while massed pikemen defend them. Pikemen in some cases can also act as shook troopers, breaking through enemy lines thus giving the archers an easy target. Aramian mages specialize in Lindosian magic, a school of magic in which mages utilize the various Virtues of Faith to combat enemies.
