It values the ideals of justice, honor and duty highly, and its dark-skinned natives are fiercely proud. Keva is a self-sufficient, agrarian society, with dense forests that are logged for lumber, and mountains rich with mineral resources. It is inherently defensive and insular, partly in response to it's frequent history of civil war. Nevertheless, Keva remains one of the dominant powers in Albion, and boasts a very elite, and well-trained army. The people of Keva are driven by their common cause to disseminate benevolence and order for the betterment of all beings throughout Albion. They view malice and selfishness as a disease which should be expunged from the psyche of humankind. Those who come to Keva and choose to settle within its borders are expected to share the ideals and virtues of its citizenry. Those who seek personal gain at the expense of others quickly find themselves ostracized… or worse. Life in Keva is not one of placid utopian dreams. Since the Kevan people pride themselves as the moral vanguards of Albion, they adopt seemingly draconian measures to ensure that their moral code remains the only code by which one may live within the country. Crime in any form is harshly punished: there are no misdemeanors within Keva. Some detractors of Keva (who criticize far from the reaches of the nation) claim this as proof of its inherent hypocrisy. Kevans counter this argument by pointing out that their justice system incorporates benevolence and mitigation into its verdicts. No one is punished without fair and just consideration of the circumstances involved. While others may continue to criticize the harshness of Kevan law, the Kevans stand by their convictions.
Government::

The Republic of Keva is a caesaropapist constitutional republic governed by its Dignitas under his imperium maius (supreme executive power), his auctoritas principis (primary legislative authority), and his jure divis (divine mandate as Pope). Other magistrates possess political powers subsidiary to and even derived from those of an emperor. A Dignitas' other titles include Princeps Civitatis (First Citizen), primus inter pares (first among equals), Imperator (Supreme Commander), and Pontifex Maximus (Pope). Separate from his public office, a Dignitas bears the highest social standing of a Kevan citizen and has sacrosanctity from physical harm under Lindosian and Kevan laws. Violating his sanctity is sacrilege and treason - punished by death. As Pope of Keva, the Dignitas may issue binding papal bulls, canonize saints, and structurally reform the Church. As sovereign of the Senate and People of Aramas, the Dignitas alone can enact legislation promulgated by the Senate. For his executive powers, the Dignitas can appoint ministers and perform the functions of most ministries and for his administrative powers, he can dismiss and reappoint praetors for provincial government. On top of his legislative powers, the Dignitas: has imperium (executive power) over the entire Kevan Legion, can appoint or disband praeministeria, and circumvent the traditional procedures of court to prosecute or acquit at will (unless opposed by the Senate). The Dignitas' judicial rights are outlined in the Constitutionis.

Keva's legislature is a bicameral (two house) body known traditionally as the Senate. The Lower House is the Comitia Curiata (Curiate Assembly) but tradition is to refer to it as the Curia (Assembly). Members of the Assembly, officers of regular legislation, are referred to as Senators. Regular bills need a 50% senatorial majority to become senatus consultum. Such a bill will be posted in the Forum the following morning for review by magistrates and citizens. Afterward, the Dignitas chooses to either enact or veto the bill, unless it carries a supermajority in the Senate. Senatorial procedure is heavily influenced by tradition. Senators vote by individually consenting to the bill, and debate persists for a customary period of time before being halted by the president of the Senate. No bill except fiscal proposals can reach the Curia without originating in the Upper House of parliament. Fiscal matters of the Senate, like public funding and taxation, are dealt with according to custom. One senator proposes a bill for discussion and then another senator seconds the proposal. Legislature's Upper House is the Comitium Consularis (Consular Congress), and they have collective power to write legislation.

Two thousand senators run the affairs of the Lower House and 40 consuls control the Upper House. Each senator is elected for a 5 year term by popular assembly of the citizens in his curia, a small administrative region theoretically consisting of 2,000 citizens. However, the people are limited in their election choices as senatorial candidates must be of the patrician order. After a thorough background check by government officials, any local nobleman may stand for senatorial election. Kevan parliament has bureaucrats other than senators and consuls. Praeministra (Ministers) are the executive members of the various operational government bodies such as the treasury or technological authority. Depending on the minister in question, anywhere from zero to several thousand people may work in his Ministerium (Ministry). There are fifty ministries run by the Kevan government. Parliament's Ministry of the Treasury employs ten tax magistrates called Quaestores. These scrupulous men are charged with collecting taxes from praetors for the federal government, calling out financial corruption, and serving as right-hand men and messengers of the treasury and its minister, the Mensarius Superbus (Supreme Financier). Other magistrati (government officers) operate outside the Senate. For example, the Plebeian Tribune, is a position with extensive oversight of legislative activity in the Senate and the Palace. The duty of Tribunus is to safeguard the well-being of the common people, the plebeian order, from the greed and corruption of magistrates, aristocrats, and collegiates. He is the sole magistratus from a non-patrician background and is immune to reproach from any office other than the Censors.

Chief administrator of the Republic of Keva is its Dignitas. In theory, the nation is under his imperium (executive power). As an extension of his power, he appoints a Praetor (Governor) to run each Provincia (Province) and a Praeministrum to run each function of the government. Under normal circumstances, available praetorian posts are brought before the Senate in August so that elections can be held to fill them with ambitious Kevan patricians. All members of the patrician class can run for these offices, the stipulation being that they quit their current job and leave for their appointed province no more than two months after winning their election (making holders of major offices such as Princeps Senatus and Dignitas ineligible). The Dignitas can impeach any reigning praetor, forcing a new election unless the impeachment is vetoed by the Tribune. The lowest political division is the Municipia (Township), administered according to a system distinct from higher strata. Praefecti Urborum (City Prefects, mayors) are elected every other year by popular assembly of the inhabitants of the township. This is the only titled government position, other than Tribune, that can be held by someone outside the patrician order. However, unlike the Tribune, city prefects are not magistrates.

Economy:
The republic's economy exhibits the regulation and subsidization of a mercantile capitalist country. However, the extreme intervention of the government in certain markets - like national defense - is characteristic of state capitalism. On a national level, Keva's markets are dominated by monopolies in sparse competition while, locally, small businesses flourish on their social advantage in retail. Keva's major industries include coffee cultivation, the mining of tin, copper, and niter, and the production of bronze. These industries are led by merchant guilds but are regulated by the government who impose high tariffs to export them. On the other side of the spectrum, keva imports great quantities of iron, food stuffs, arms and plenty more.
Religion:
Kevan Faith of Lindos
Geography:

Keva's weather is unorthodox for a northern nation - known for its warm and wet winters followed by hot and dry summers. The countryside and cities across Keva experience this almost tropical climate year round. This unusual patter of weather is only supplemented by Keva's seemingly untamable wilderness. To the west, a third of the nation is clearly claimed by the Gigas Dentes Mountains (Giant's Teeth), a mountain range known for its peerless granite peaks and sharp spring rivers that flow into the forested lowlands and finally the open Keven Sea. The city is home to the Dignitas, the Senate, and a wealth of the nations most notable Ministers; namely of which include the Ministry of War, Defnese, Justice, Diplomacy and Culture. Revered for its beauty as a city, Ki'vara has many of the most noteworthy examples of modern architecture. It certainly lives up to its monicker: The Star City.
The circular shape of Ki'vara, with a radius of 30 km, is the result of a design by Jerald, the founder of the proud Republic. This figure is physically delineated by the 15 meter tall Sanctus Wall of granite around its circumference. Seventeen grand city gates grant passage into the Star City. An individual gate is 8 meters high, built from gold, silver and marbles, and adorned with a golden peacock which is clutching a star medallion. Attached to Sanctus Wall, at each cardinal direction, are cenotaphs dedicated to Keva's legendary patrons: King Festus, its original founder, is in the North; Jerald, the first Dignitas of the Republic and the architect of the capitols modern renovations, is in the East; Calvin, the king who propagated the down fall of the corrupt Silvermane family, is in the South; and Quincy, the brave dictator who perished holding Keva together during the Westmarch Rebellion, is in the West. Locals continue to protest conferring this honor upon Quincy when he was not a proper ruler of Keva. Nevertheless, emperors have always defended recognizing him for his essential role in building the nation of Keva. The Foundation Hills are the mounds of earth on which Festus Silvermane first founded the Star City; as a result, it became the residence of the emperors in the Palatia Stellae (Palace of the Stars), which stands on the center hill, Caer Aslan.Teke Awade, the palaces other name, was built after the most recent civil war in 1480 by Jerald Vulso. North of the Caer Aslan is the prestigious Capitoline Hill (Collis Capitolinus), known by many as the Capitolium. It is on this hill that the Senatus (Senate) resides in all its glory, having the famous words SENATVS KEVA written on its face. Ahead of the Senate, also on the Capitolium, is the Forum Magnum, referred to simply as the Forum or Capitolium. Two of the grandest monuments in Keva- the monolithic Sit laus Festum, a statue of the nations founder Festus - stand facing the Senate. To its north is the marble platform supporting the Papacy's Cathedral of Lindos. It is home to the Ministry of the Treasury and it's many bureaucrats, namely of which include the aediles, quaestores, Censores and the Mensarius Superbus or Supreme Financier. As the center of Kevan finance, a wealth of Merchant Guilds establish headquarters here, seeking a relationship with bureaucrats in order to jump start their own business. As such, the city prides itself in being known as the city of opportunity. Hundreds of merchant vessel pass through the massive Dawn Seagate to trade with the wealthy and mighty nation.
Personalities of Note:

Marcellus Tiberius - Sharp-witted and charismatic describe the 2nd Dignitas of Keva, Marcellus Tiberius. Elected 8 years ago after the founder of the Republic, Jerald Vulso, stepped down for reasons unknown after a reign of 12 years, Dignitas Marcellus is making strides in solidifying the power of the Republic in Albion.

Jericho Tiberius - Kid brother of the Dignitas, Jericho often lives in the shadow of his elder brother. Ironically, the Dignitas' shadow serves as his domain, along with the rest of the world's. Dubbed the Rector Indicius of Keva, Jericho oversees the vast spy network Keva employees both on a local and national scale. Hand in hand he works with his elder brother to ensure not only the safety of the Dignitas' family, but that of Keva's citizens.

Gallus Stylles - Well versed in both political rhetoric and the art of war, General Gallus Stylles is a man revered as one of Keva's many war heroes. Entering the spotlight as Jerald's star general during the Last Rebellion, Drusus has solidified his place on the Legion High Command for the last 20 years, and with his experience and expertise, may spend a lifetime there.

Cyprian Gothicus - Formally known as the Mensarius Superbus, Cyprian heads the Ministry of the Treasury and acts as one of the Dignitas' most valued member of the Officium, only second to his kid brother, the Prime Minister of Defense and the Proprinceps, head of Ministry of Diplomacy. Making the City of Opportunity his home, Cyprian is a cunning and stingy man, making him the perfect fit for Supreme Financier of Keva.
Institutions:
Ministry of the Treasury - Administered by the Mensarius Superbus (Supreme Financier), the Treasury controls distribution of aediles and quaestores throughout the Republic. An aedile is a magistrate with access to the treasury itself in Keva - no one other than the 120 aediles can withdraw public funds. Their job usually consists of writing tokens of money to the various institutions, such as other ministries, in the federal government. There are two Censores who audit their activity throughout any given year. Withdrawals made without the necessary approval, either from the Senate or another Ministry, are grounds for dismissal and prosecution. A quaestor is a magistrate employed to collect taxes from the praetores across all provinces. No money can enter the treasury without documentation from one these scrupulous bureaucratic accountants. As for the Mensarius Superbus himself, his duties include administering treasury workers in general, writing the national budget according necessities and plans recorded by his accountants, and speaking with the Dignitas on financial matters as a primary member of his Officium. Ministry of War - Administered by the Magister Militum (Master of Soldiers), the Ministry of War organizes the peacetime distribution of soldiers throughout the Republic, sets military wages, communicates military policy to the public, and mediates requests for broad military policy from the Senate with the strategy of the Legion high command. This places the ministry at the forefront of the discrete machinations of the military, being informed of every operation needing government clearance. There is no rank with greater authority than the Master of Soldiers, despite his civilian status - even the Generals of the Legion only has equal command and executive power. Ministry of Defense - Administered by the Praeministrum Custodiem (Prime Minister of Defense), this ministry maintains the static defenses of the Republic, initiates new defensive installations on land, and organizes the peacetime distribution of national guard units across all military bases. Ministry of the Church - Administered by the Princeps Auspex (Chief Augur), this ministry coordinates the Ecclesia Lindosia with both the government in general and the Pontifex Maximus - the Dignitas. Most of its interactions with the government is to deliver administrative commands from the Dignitas to the College of Pontiffs, it also provides theological counsel from the expert College of Augurs, official Lindsonian theologians and interpreters of the Word, and the College of Disciples actively search out Espers, citizens blessed with divine power and capable of performing miracles in the name of Lindos. Ministry of Justice - Administered by the Magnus Judex (High Judge), the Ministry of Justice decides on the time and place of sessions in every court of law. The Tribunalis Ultima (Supreme Court) in the center of Keva is presided over by the Magnus Judex and is the highest court of Kevan law. Decisions ruled as part of a proceeding in the Supreme Court cannot be overruled elsewhere, unless the relevant law is changed by senatus consultum. Presiding over this court is one of the primary functions of the ministry. Ministry of Diplomacy - Administered with little oversight by the Proprinceps, the External Office deploys diplomats to foreign governments or institutions and maintains foreign embassies in other countries. As the most knowledgeable minister regarding foreign affairs, the Proprinceps is often the closest advisor of the Dignitas. Ministry of Culture - Administered by the Maecenarius, the Ministry of Culture has an essential role in fostering the national reputation of Keva. Every national sporting event is planned and executed by this ministry, as are major appearances of a Dignitas to the public. National celebrations such as the anniversaries of the founding of Keva are also designed completely by members of the Ministry of Culture. Praetoriani - There are two types of Praetorian Guard. Members of the Kevan Guard are highly trained bodyguards for the most important magistrates and the Dignitas. Depending on the situation, they are either wearing slightly hidden body armor under a non-flowing toga or a bright red cloak and helmet which completely conceals their identity, under which is a magically enhanced piece of armor for protection and surveillance. The latter costume comes into use for ceremonial purposes or excursions into foreign countries. This allows the Guard to serve as a psychological instrument, giving the emperor and his companions an imposing presence. Members of the Kevan Intelligence Service are skilled infiltrators and gatherers of information. Their purpose is to discover illegal operations within the Republic and rout foreign activities dangerous to Kevan security. In this function of the Praetorian Guard, it answers solely to the emperor himself. Except where their actions violate the constitution, Agents of the KIS are beyond legal reproach. Among the general populace, the KIS (Munus Indicius Keva) goes under many names: Auctorinus (the Agency), ZIR, and Zealots (after the Lindosian vanguard). These titles reflects the public perception of ZIR as an extension of the emperor's will, another limb so to speak. Yet there are no widespread or popular conspiracy theories about the Agency. Most citizens accept that actions need to be taken for the good of the empire without the luxury of transparency. This is simply another facet of the people's unshakeable loyalty and devotion to the Republic. Foreigners are less forgiving. There is some degree of paranoia in other governments that Keva has an eye on their activities and, in some cases, great measures are taken to prevent Kevan espionage.
A Praetorian Prefect is a chief officer within the Praetorian Guard. One prefect is always present in the city of Aurum, while the other two travel the Republic going wherever a man of their standing is needed. In general, a prefect is part of the equestrian order of society, often an evocatus from the Legion; perhaps a former legate or general. They are essentially men with whom the emperor places immense trust as their offices requires them to be privy of Keva' most closely guarded secrets. One prefect is designated the Rector Custodie, highest authority within the Roman Guard. He directly manages the movement of guardsmen and authorizes their use in any unusual circumstances, like visiting a foreign country. Another of the prefects is the Rector Indicius, the Director of the Roman Intelligence Service. The Director is positioned within Keva's foremost military facility but knows no superior other than the Dignitas. In practice, he is above all members of the Senate or Legion, much to people's frustration. Should he arrive in someone's office then start issuing orders, he must be obeyed unless contradicting prior republican decrees. The third prefect is liaison with the Senate and the public face of the Praetorian Guard. He sits at the Caetus Legati, attends major assemblies of the Curia, and speaks to the media when the public needs to be informed of his organization's activities. The cooperaton between these three chiefs is key to the operation of the Guard.

Military: Organization:
The armed forces of the Republic: the Maximo Exercitus Keva, are divided into two main divisions of strictly volunteer corp professional soldiers: The Legions of Keva (Army) and the Stella Navigium Keva (Navy). Both are maintained and governed by the legislative branch of government and Legion High Command. The Legions of Keva number 56,000 strong. Each legionnaire is grouped into sub units called centuriae: a company of one hundred men under the supervision of a centurion. Five centuriae form a cohort led by the senior centurion of the five. About eight cohorts form a full legion of 5,000 legionnaires led by a legatus. All legatus answer directly to their regional Praetores Bellum or General, all in which make up the Legio Altum Imperii or the Legio Altum Imperii. Masters of pike warfare, the Legions of Keva employ the use of a formidable combined arms force, relying on close cooperation between mounted and unmounted infantry and a variety of ranged troops including archers, crossbowmen, espers and an early form of field artillery. Mobile, lightly armored and armed only with a long, steel-tipped pole for defence, Kevan legionnaires are well trained and drilled in moving in unison while in close formation. The Classis Keva number 20,000 strong. A ship's crew, regardless of its size, are organized as a centuria. Crewmen can sign on as marines, rowers/seamen, craftsmen and various other jobs, though all personnel serving in the fleet are classed as milites ("soldiers"), regardless of their function. As in the army, the each ship's centuria are headed by a centurion with an optio as his deputy, while a beneficiarius supervises a small administrative staff. Among the crew are also a number of principales (junior officers) and immunes (specialists exempt from certain duties). Ship's officers include the nautae: the gubernator: the helmsman or pilot. The celeusta supervises the rowers, a proreta is the look-out stationed at the bow, and an iatros is the ship's doctor. Each ship as a whole commanded by a trierarchus. Squadrons of ten ships each, are put under a praefectus. All praefectus are apart of the Legio Altum Imperii. While the Legions perfect the art of pike warfare, the Classis Keva perfect the art of galley warfare. Sporting a fleet primarily comprised of war galleys, experienced oarsmen and skilled commanders make up the bulk of its personnel. Warships are divided into two clarifications: Magna (large) and Parvus (small) and each serve a different yet similar purpose in the art of galley warfare. Magna's are armed with 6 light cannons and 2 heavy cannons while Parvus' carry 4 light cannons and 1 heavy, all of which are stationed on the bow. In addition, each galley brandishes heavy bronze rams used in ramming warfare.
Troop Total:
76,000
Army:
56,000 Legionnaires

Legio I Ferra Stella
Legio II Ferox Solis
Legio III Acuta Lautitia

Legio IV
Legio V
Legio VI

Legio VII
Legio VIII
Legio IX

Legio X
Legio XI
Legio XII

Legio XIV
Legio XII
Legio XV

Navy:
20,000 Milites

Testudinea - Flag Ship
Dura
Fortis
Celeris
Tardua
Acuta
Rapida
Levis
Brevis
Mollis

Leonina - Flag Ship
Firma
Invicta
Gemina
Fidelis
Nota
Dolphinus
Cetus
Thynnus
Paeloris

Lupina - Flag Ship
Pardina
Motus
Spiritus
Animam
Vitam
Ossis
Paratos
Ferrata
Tenebra

Dracontea - Flag Ship
Exequor
Antiqua
Silva
Pavor
Arbos
Medusaea
Scylla
Chimaerea
Pax

Vulpina - Flag Ship
Aesculapia
Achillea
Liberalis
Dolabella
Nomina
Afera
Dialis
Ianula
Otho

Other:
Vast Wealth: Keva is in extremely wealthy nation economically speaking.
