You could just assume that it was a thin layer of ice and the only reason hypothermia was an issue was because they were extremely young (preschool? kindergarten?), so they're more vulnerable to rapid changes in temp.

[@olcharlieboi] Her quirk is a combination of her parent's quirk. Her physique is mainly from her father (he's a 10 foot tall sasquatch) while her cold internal temperature and ability to blow that out stems from her mother's quirk (I guess frost breath?).
