[@Counter Coup] Well I did the where he could copy at lest one permanently because he would become pretty much useless entirely by himself meaning he wouldn't be able to do much. He has to be seeing the quirk to be allowed to copy it. So he can't like copy the quirk of someone not in his eyesight, of course this also doesn't mean he could copy them from a mile away since that would be bit crazy. They have to be in reasonable distance, haven't defined the specific. So kind of think of like Eraser's condition to erase quirks minus the limit on type of quirk. Once he understands then he can use them aslong as he is still seeing them or it is still in the time limit after seeing them if he doesn't choose to keep it and replace what ever he is currently keeping. With mutation quirks he would become what the mutation so ya if he copied Makoto's he'd become the big red oni, but this wouldn't be easy since well imagine your entire body suddenly going an intense change without it being made to do such, it'll be painful on both transforming into and when returning to his regular self, not to mention his entire body probably needing time to recover afterwords. So while he can copy Mutation quirks it has very bad consequences so it's not something he would probably do unless it's a last option kind of deal.
