Well a lot of people (myself included) have 3 characters, so none of them can be making anymore characters, so anyone that has 1 character is welcome to make more if we absolutely need to hit 16 (as I said, I'm fine with 14-16). But this will probably start in a few days, so whoever wants to make a character should make sure to do that soon, then.
