I get that they want some sort of restriction. What bothers me is that some characters seem to be exempted from this. A few just mention that overuse of their quirks strain them in one way or another, but that's already something common to most quirks. 

I was going for a character that excelled in crowd control; I guess that needs to get nerfed. I'll probably just do something else.
