My biggest concern is that her Quirk can render most people useless from the start. She's like Mineta not very offensive and more of an immobilising role, but she can use it much more and better than Mineta and with extra properties as well. You have a point she is more of a crowd control, but she should still have a limit somehow. Probably like Momo (from Canon) who creates stuff out of her fat cells, she could have them made out of water, meaning less water means less glue.
