Was going to suggest he had been involved in something military before being transferred either to the Inquisition or to the Punishment Factories where he'd have a change of heart; but not after being a complete asshole and generally being a bad guy. From there he'd leave his job (possibly on the run, but not necessarily) and try to actually help the world. He wouldn't be any less of an asshole, but he'd at least be bandaging up people that deserve it.

Anything more precise than that would kind of depend on what plot points you'd start us off with.

Also, is Pan-Dessia based more on Asia or Africa (or neither)?
