[@Spanner] Really, my only real issue and it's an important one is his personality. He's Hibari. The second part of the personality section tries to amend the first but at the end of the day it's just Hibari with a slightly more prominent soft side. I don't want carbon copy characters.

My other problem is minor; Undead Body. I don't mind him having it and I think the overall concept of the character is good. Just ditch the part about Undead Body being the result of the Cloud attribute. I figured you got that from the wiki and it is listed under Cloud Abilities but it has never been stated in the series at any point that Skull's durability had anything to do with his the Cloud attribute and frankly wouldn't make sense if that were the case. It's just something unique about his physiology just like Lambo's lighting resistance.
