It was tempting for the cop to explain or outright ramble that a lot of things in Grant City weren't the most well thought out. If it wasn't the police regulations then it was the behavior of the gangs and if it wasn't the gangs it was the subway layout, or the traffic flow, or some other god forsaken aspect of the urban that made him and everyone else wonder why they put up with the nightmare of a city.
