Good questions...

The reason for not just doing step 1 is very much due to step 2; if he went and called in more support then, eventually, the larger population would probably get windfall of it. I mean, he certainly has the resources to call in and use support - he's an Inquisitor after all - but would he really want to use them? So, [b]yes[/b], he can call on and outsource to a different group, and could [b]possibly[/b] do it without causing a Hive-wide uprising.

Not much of an answer, but then again he can't see the future.
