Well, the Coalition military handles matters of interplanetary peacekeeping. So they must be here because of a possible disturbance to that peace. That 'alien looking case' they're tracking might be the source of the disturbance. Specifically, it might be of value to a species who's willing to go to war over it. That's right up UGCP's alley. But spoilers.
