On the topic of your character. Not to sound mean but there are quiet a few errors in the lore lapse as well as technology level and history. If his brain is 67 years old he couldn't have physically been a part of the old world as the war with the monsters and mages started over 90 years ago. So he wasn't even born for another 25 years. Beyond that even in the old world cybernetic augmentation was a thing, but not to the level of TOTAL conversion into as you describe, "An Abomination." Even if it was a sort of rogue Frankenstein project we'd need to talk a ton on the details of that as it would certainly qualify as an unusual background. I'm not even sure I'd greenlight it for how odd and unlikely it is given the past 100 years. He'd most likely be destroyed, killed, or just died along the way as technology fell to ruin, even if he could fix himself up.

So I'm sorry to say but he's denied for lore integration reasons.
