Let me give you a rundown of Epic City from the perspective of the common man: - The city is ruled by extremely powerful Epics known as Those on High. Each of them are living WMDs, capable of wiping out cities. However, they confine their abilities to Epic City, where they operate in an uneasy but stable truce, defining their roles in the City. Each may have a Herald; a lesser Epic or mortal who acts in their stead; or an Heir; a lesser Epic of similar ability they're grooming as a replacement. Each of Those on High have two weaknesses, one shared and the other unique, that would destroy them. Needless to say, these are closely guarded secrets. - The High Prescient: An absolute mystery, but known to have incredible powers of precognition. Some suspect they have other time-related abilities. No known Herald or Heir. - The High Clairvoyant: Capable of touching the minds of every being in Epic City, the High Clairvoyant is a powerful telepath. She's been known to completely shut down the brains of those who offend her. Current Herald: her husband, a British man named Porter. - The High Electric: An energy-manipulator who once lit up the sky over EC like a second sun. He contents himself with maintaining the electrical grid of Epic City. His Herald is Hale, a normal man who runs the power utility. - The High Island: A presence within the fabric of the city who maintains the structure of Epic City, rebuilding buildings, roads and even individual doors and windows almost as soon as they're broken. He has no Herald, though has been interested in electing one. - The High Venom: A woman (most guess) with more or less complete control over biology, her own and others. She prevents major diseases and backs hospitals, and supports the "freaks", those whose powers mutate their bodies. However, she's also hardly shy about stealing beggars and the terminal as "test subjects". Prefers to have her "freaks" fight for her approval over picking one Herald. Below that are the celebrity Epics; especially flashy or well-known Epics who are the target of most of the population's aspirations or admiration. This list includes Mr Mass and Lady Lust, two of the oldest heroes still operating, the 'bad boy' Dragon Heart, the armoured heroine Spectrum, and the "elemental wizard" Magus. - Then we get the working-class Epics, those who put their powers to use in business or have some other focus in their life. These include the Judge Arthur "Fields" Savage, the white-hat thief Kat, and a man named Calico, who runs the black market. Finally, the majority of the population is made up of weak Epics and "normal" people much like everyone in the real world. The ECPD Chief of Police, Jerry, the infamous gang leader Khan, the Mayor, and most NPCs will be in this category. As for current power groups? The police and some Epics wage a low-level war against villainous Epics and the normal-supremacist gang known as the Kryptonites, after the famous weakness of an overpowered comic-book Epic.
