And, you know, the canon characters just being in anyone interacting with them's hands will be chaotic as hell, and while Ozpin's schizoid ass may be able to pull it off, other characters such as Glynda or Big Papa Ironwood need the stability of characterization and motive to really stay in one piece.
There was an RP I was apart of which unfortunately moved to another site during that time when the guild was going down every hour or so. In this RP relevant NPCs were cataloged and each class rating. Red Classed NPCs were controlled solely by one person because while they weren't there all the time they were important enough to have to be consistent when they were present. Yellow Classed NPCs were primarily controlled by one person but for minor interactions or in situations were necessary they could be controlled by others. Green Classed NPCs could be controlled by anyone that needed them. Given we don't have as many NPCs as that RP did we probably don't need go overboard with keeping track of the NPCs but a system similar to this wouldn't be a bad idea to keep the important NPCs functioning properly.
