Yes, possibly, but who's to say that they will actually send someone? Maybe they did and the person got lost, or maybe one academy felt like it wanted to really show their support so they sent three. While it's a good question the true answer for why it's a small group size is that I don't feel comfortable GMing large groups of people. So we'll say this is before that. The Treaty of Peace is meant to remove all the slave laws and bring everyone into line, but like the war it doesn't happen overnight so there still may be some slaves and second class citizens. So yes, your train of thought is right.
