If you want to meet Chiyo, speaking with Eris first is your character's best bet. Considering that Eris is highly stalkable and likely the only one outside of Yoshino (who's at the same room as Eris) who knows where Chiyo lives.

It's well known to anyone IC that Eris is the Ivory Masks' second-in-command for a long time.

Either that, or you unearth Stark Zealot from the unmarked grave where [@TheWindel] buried him.
