Although force users are gone, there are still future soon to be born or babies that are force sensitive. I believe there are jobs on dealing with these scenarios. And for the love of god i can't remember well so correct me if I'm wrong but, there was a holocron that had details on names of future force users and their location, namely babies and children with force affinity. Surely there are other methods to locate them.
