The bottom of the ocean is actually one of the worst possible places for a kingdom of undead, because the bottom of the ocean is full of scavengers who will eat all your undead. And terrestrial undead would have difficulty moving around and doing anything in the bottom of the ocean. The desert is a reasonable location, although you'd be competing with the elementals. Granted, 6 is fairly high, so not everyone can beat that, but some can. Plus nuking a god with a 25 Might spark is hard to do sneakily, although I suppose we could give you the benefit of the doubt there. And regarding Vestec, to be fair, he did it in genuine self defence.
