[@ACHTUNG]: She doesn't seem to develop those skills at all and appears to have a lot more weaknesses then you mentioned. ^^; If you included all that I'd probably feel she's more acceptable, as her teleporting ability would be more versatile but more of a utility as she's easily disrupted and can't fight, unlike Kuroko who reacts more quickly and is much more of a fighter.

As for those complications, I would feel the weaker character who does the exact same thing would feel less useful. It'd still be a problem.

As for the Marines and the Army, I'm not sure I understand the comparison but they do have two different functions.
