Also if this is taking place in modern times, are there any active dark mages or did most of that stuff die out with [s]Voldemort[/s] He-Who-Must-Not-Be-Named ?

As a rule, dragon heartstrings produce wands with the most power, and which are capable of the most flamboyant spells. Dragon wands tend to learn more quickly than other types. While they can change allegiance if won from their original master, they always bond strongly with the current owner.

Personality: Vance is a crafty individual with a curiosity that is only matched by his spite. He is not somebody to forget if someone has crossed him but the reverse is also true, assuming that repaying them does not involve risking his own plans of course. Vance is no social butterfly but he isn't exactly the sort of person to stutter or fear interaction with others. While he still has a distaste for Muggle-borns, he is willing to get along with them if they acknowledge their 'inferiority'.

In his spare time he enjoys reading and is fond of playing the violin.
History: Vance was born in East England to a wealthy pureblood family. While the family has always kept up a tolerant attitude for generations, the rise of Voldemort caused them to show their true colours, this resulted in the death of Vance's father during the Battle of Hogwarts. Fortunately his mother survived by claiming to be forced to join the Dark Lord by her husband. Vance was raised to hate those who had wronged his family, the auroras, the Order of the Phoenix and any others. After a time of consideration, Vance's mother decided Hogwarts was the best place for him to get, despite the fate of her husband in the school. 

Vance's childhood was relatively unevenly, he was taught numerical skills and other essentials, how to play the violin and of his families heritage, beginning in Germany and eventually moving to England shortly after the Industrial Revolution.
