Like [@TheWindel] said, secondary characters count for your 2 per battle limit. The NPCs described on that post are featureless, faceless units, like your typical Strategy Game cannon fodder. A distinction between both cases needs to be made such as I said more than once.

Pick your forces well, considering the number of characters you have.
