Overall a well-done app and pretty acceptable. 19 planets is a bit much however for a young civ even if they are are all in one system. Something along the lines of 4-5 may be more acceptable. Once that small edit is made you may move your app to the char tab.

By mixed I assume you mean the Free Fairers just picks up whoever wants to get away from their respective nations, and I am also assuming that they have mostly fled Federation space at this point. Otherwise your good and you may move your app to the char tab.
