[@TechnoWizROK] Perhaps the issue is that prior to the Dragon King Festival, dragons ruled the world. The only area that humans and dragons were at peace before that was The Kingdom of Dragnof.

All other areas had to deal with dragons where humans were seens as food and attacked regularly. So a large kingdom would be difficult to form.
