Real talk though I obviously agree with you on undertale, but as for you underrated examples its probably best to chose slightly better known examples, only so the reviews they have gotten can be compared and examined more easily, as there is a difference between underrated and relatively obscure or fairly new and still gaining traction.

For example there is a game I consider a gem called  Firo & Klawd

but its one of those very few games that was released in europe but NOT in america so a huge chunk of the gaming community never had access to the damn thing. I wouldn't be fair to call it underrated because damn near no one got to rate it at all.


Also I think spiderman 2 is overrated, a functional swinging mechanic cant save boring missions and buggy combat.
