"That little wire thing on top of the reel flips up.  You hold the line in place when you flip it up.  Crank back with while still holding the line and whip it forward, letting go of the line as you are casting it.  After it flies out and lands, flip the wire back down and reel it in tight.  It is called a hula popper cuz it has a little skirt on it.  You reel it in a little and lightly jerk the rod once or twice cuz it creates a thump under water.  Reel it in again a couple turns then repeat the popping process."
