Either way, he can have it, if you want to, as long as he doesn't carry more pieces of clothing on his back pouch than a renegade member of the Snake family. I think he carries two extra set of clothes usually, and wears black as the default since it helps him blend against anything if it is dark, where as if wears camouflage, then he will have to constantly to match the background: He would have to wear green in the forest, then switch to a more brownish or grey camouflage for rock surfaces, etc. I am not saying he doesn't have a camouflage gear in his closet, but that would be something he would wear if he had a mission where he is only in one specific type of terrain. 

Also, yes he would have to change clothes, though I keep imaging him finding a way to put one on while taking the other off. I don't think that is physically possible but I just have that image in my head.
