It seems like the hegemonic powers probably have robust intelligence and diplomatic operations to this end, the way the Brits played factional games in lesser powers in the 19th century, notably the parts of India and China they didn't control. Covert assets would probably have to be of the sleeper variety and would be entrusted with a lot of discretion in carrying out their orders and building their networks over decades given the limitations of communications.
